If you’re planning to sell skincare, makeup, or other personal care products in Malaysia, it’s important to know that cosmetic registration is not optional—it’s a legal requirement. All cosmetics must go through a notification process with the National Pharmaceutical Regulatory Agency (NPRA) under the Ministry of Health Malaysia (MOH) before they can be sold.

What Is Considered a Cosmetic in Malaysia?

According to NPRA, a cosmetic is any product applied to the body for cleansing, beautifying, promoting attractiveness, or altering appearance without affecting the body’s structure or functions.

Common examples include:

  • Skincare (moisturizers, creams, lotions)

  • Haircare (shampoo, hair dye)

  • Makeup (foundation, lipstick, mascara)

  • Perfumes and deodorants

Steps to Register a Cosmetic Product

  • Step 1: Classify the product and review all packaging labels and ingredients.

  • Step 2: Register your Malaysian company with the Ministry of Health (MOH).

  • Step 3: Register the GMP-certified manufacturer (foreign or local).

  • Step 4: Submit product details and supporting documents for cosmetic notification.

  • Step 5: After approval, the product will be subject to post-market surveillance by MOH.
